In 1984, the Chinese Academy of Sciences was on the verge of expansion and transformation. In the past few years, there have been 123 research institutes of various names, but the research carried out seems to be more and more far away from the international level. The 757 Project, a large-scale computer that took eight years to develop with the full effort of the Institute of Computing, has been declared completed and won the first prize of the "Major Scientific and Technological Achievement Award" of the Chinese Academy of Sciences. However, its computing speed of tens of millions of times per second is already embarrassing compared to international standards, and its military oriented research approach has not received market response. It became an 'abandoned child' from the first day of its birth. The awkward fate of the "757 Project" led the computing institute to the end of its original development path. After the research plan from the military department was stopped, no funds were allocated from above, and the question mark of where to go was placed in front of this high-end research institute that was accustomed to administrative funding. So in that year, the director and the first generation of self trained computer experts in China, Zeng Maochao, took the lead in establishing the Information and Communication Computer Company. Another leader, Wang Shuhe, the director of the Science and Technology Department, initiated the establishment of the New Technology Development Company. Liu Chuanzhi, who had been struggling, was selected as the deputy manager in charge of daily business operations.
