At the beginning, Shekou boldly carried out institutional reforms in the areas of cadre system, democratic elections, and public opinion supervision Shekou has received enthusiastic attention to a large extent as a result. On March 28, 1980, Shekou was the first in China to officially implement a system of open and free recruitment for cadres and staff, breaking the 31 year old system of cadre transfer in New China. On February 9, 1983, with the approval of General Secretary Hu Yaobang who came to inspect Shekou, Shekou began to implement the practice of direct election and evaluation of cadres by the masses. On April 24, 1983, 15 cadres of the first management committee of Shekou were elected through public opinion, and then directly elected by more than 2000 people. From then on, all levels of cadres transferred to Shekou will only have their original job levels recorded in their files, and their actual work benefits in Shekou will be invalid. What they can do and how much salary they can receive will all depend on public opinion elections. In 1986, democratic elections were held in Shekou, where 15% of people cast a vote of no confidence in Yuan Geng, and 5 directors were defeated on the spot. Shekou implements the policy of hiring cadres once a year, and those who receive less than half of the annual public opinion evaluation will be laid off. The lifelong and appointment system for cadres has been completely abolished in Shekou.
