The older generation economist Huan Xiang once said, "The reason why Yuan Geng created Shekou was because he knew nothing about China's planned economy." This statement has been repeatedly quoted by the media and Yuan Geng himself, with a sense of "showing off". However, in the eyes of historians, it may not necessarily be true. The experiment in Shekou was not a "fearless change for the ignorant". Cultural scholar Yu Yingshi said in his book "Today's Reading of the Wuxu Coup": "In the 1980s, two reform forces emerged: one was the party and government cadres who implemented the policy of reform and opening up, and their situation and ideas were very similar to those of the self strengthening faction in the late Qing Dynasty, who were so-called 'within the system' reformers; the other came from intellectuals, especially young students." Yuan Geng is a representative of the former group of people. Yuan Geng, who was born as the head of the artillery regiment, was by no means a "martial artist" who did not understand politics. He should be a symbol of the institutional reformists in the CPC in the early 1980s. From the first day he founded Shekou Industrial Zone, he regarded it as a testing ground for social reform, as he said later.
