The idea reflected in this report was a mainstream ideology of the government and society at that time. Since 1978, the success of the rural contract responsibility system has liberated billions of farmers from farming, and the future of surplus labor has become a "dangerous resource". There are significant differences in opinions among scholars at home and abroad regarding this issue. Perkins, the director of the Harvard International Development Institute, suggested in his book "Rural Development in China" that "the only realistic solution is to allow farmers, especially those in the poorest areas, to enter cities. They may not necessarily have to go to Shanghai or Beijing, but they must go to a city somewhere." However, in the eyes of domestic researchers, a large number of farmers entering cities will obviously cause uncontrollable consequences. Moreover, in cities, the decline and reform of state-owned enterprises have "squeezed" out a large number of laid-off and unemployed people. So, how to make the surplus labor force in rural areas "leave the land and not leave the hometown" has become a very urgent and practical issue. In this sense, the unexpected rise of township enterprises undoubtedly provides the government with the best solution.
