This ordinary retired engineer became a legendary figure in China. He served as the factory director for three years, which greatly changed its appearance. During this period, he was received and consulted by the Vice Premier of the State Council five times, and he was also awarded the "Cross Medal" by the Federal German government. When he left China, he wrote a letter to the Chinese government, summarizing more than ten drawbacks of state-owned enterprises and proposing suggestions, including "the government should not treat enterprises like loving fathers and caring for their children; address the alarming waste in the production process and promote frugal living; strengthen pre employment training for young people; establish equipment adjustment centers at the central level, and transfer idle equipment from certain enterprises to those lacking equipment for compensation", and so on.

In the theory of modern factory management, Director Zhang's "full load work method" or Gerrich's "three axes" are obviously not inventions, but in the state-owned enterprises that were struggling to recover at that time, this was already the most advanced and efficient reform. Their practice ultimately failed to save China's state-owned enterprises, which were all "changes within the walls" that could not change their natural deficiencies in competitiveness and property rights autonomy.
