In the history of enterprises, it was the first time that Chinese entrepreneurs made a public appeal to the capital side - the government department - regarding the autonomy of operators. The reason why it caused a nationwide sensation like thunder is because this voice has been suppressed for too long. Although its emergence actually carries a strong color of government operation, it has indeed had a strong catalytic effect on the reform of enterprises nationwide in practical terms. The "open letter" carries a strong sense of the times, and for the first time, it explicitly proposed the issue of "implementing the factory director (manager) responsibility system", calling for the expansion of power to mobilize the enthusiasm of enterprise operators. This call quickly became a consensus. On May 10th, the State Council issued the "Interim Provisions on Further Expanding the Autonomy of State owned Industrial Enterprises" and soon made the "Several Decisions on Urban Economic System Reform". It was not until two years later that the State Council issued a document to fully implement the "Factory Director Manager Responsibility System", which clearly stipulated that the factory director (manager) of state-owned industrial enterprises is the director of the factory, the legal representative of the enterprise, and has comprehensive responsibility for the enterprise, occupying a central position and playing a central role.
