The story goes like this: On March 23rd, 55 factory directors and managers from Fujian Province gathered in Fuzhou to attend the founding ceremony of the "Fujian Provincial Factory Director and Manager Research Association". During the meeting, there were constant complaints from the factory directors and managers, stating that "the current system's rules and regulations have bound our hands and feet, and the enterprise only has pressure, no motivation, let alone vitality". Therefore, under the leadership of Huang Wenlin and others, the factory directors jointly wrote a letter titled "Please untie us" to the Secretary of the Provincial Party Committee Xiang Nan and the Governor Hu Ping.

This is an open letter with earnest words and cautious expressions. The factory directors wrote in the letter: "We believe that delegation of power should not be limited to the transfer of power between upper level departments, but more importantly, it should be implemented in grassroots enterprises. Therefore, we take the liberty of boldly reaching out to you to demand power. We know that it is not possible to make major changes to the current system, but it is possible to loosen the restrictions and give us some necessary power." The 55 factory directors and managers specifically requested that the "loosened" power be divided into five points, mainly three: first, personnel power. Except for the factory's main position, which is appointed by superiors, deputy positions are nominated by the factory director and appointed by superiors through assessment, and all other cadres are appointed and dismissed by the enterprise itself. No interference is allowed from above. The cadre system will abolish the "lifelong system" and "iron chair", implement job mobility, and truly achieve the ability to move up and down, and to "work" and "do". The second is financial power. The incentive funds extracted by enterprises are controlled and used by the enterprises themselves, and relevant departments shall not interfere. The bonus fluctuates with the increase or decrease of taxes and profits, without any cap or minimum guarantee.
