In order to prevent cities that are already under great employment pressure due to the return of educated youth from being "harassed" by rural populations, on December 30th, the State Council issued a notice to "strictly control rural labor force from entering the city to work and control the conversion of agricultural population to non-agricultural population".

This series of measures objectively resulted in two facts. On the one hand, it effectively controlled the direction of the macro economy, avoiding various turbulence and instability that may arise due to overheating. On the other hand, it also caused the newly emerging township enterprises to suffer the first cold wave. Almost all enterprises founded around 1980 experienced a decline or stagnation in economic indicators in 1981.
