This enterprise accident occurred on November 24th of the previous year, when the Bohai No.2 drilling vessel capsized. In that malignant incident, due to improper management and command (the term used at the time was' bureaucracy '), 72 oil workers died. The released materials show that after the Bohai No.2 drilling vessel was purchased from abroad, many technical materials and operating procedures were not translated for seven years, and the workers had no concept of scientific operation. Meanwhile, the superiors frequently engaged in "large-scale battles" or "martial arts competitions", using some inappropriate methods from previous political movements to carry out production and construction. After the capsizing incident, various management levels shifted blame to each other, which delayed the rescue time and caused more than 70 workers to freeze to death at sea. The State Council dealt with the "Bohai No.2 Incident" with an unusually high profile, and almost all media outlets across the country reported on it in a condemnation style. The Minister of Petroleum was dismissed, and Kang Shien, the Vice Premier in charge of petroleum and a hero of the Daqing Campaign in the 1950s, was publicly given a major demerit. In a public review by the Ministry of Petroleum, it was even revealed that "since 1975, the State Oceanic Administration has had 1042 incidents of various sizes, including 33 major incidents, but we have not taken them seriously.
