1978 was the first year that Deng Xiaoping truly dominated China's destiny. At the first meeting of the Fifth National Committee of the Chinese People's Political Consultative Conference held in March of that year, he was elected as the chairman of the CPPCC.

After becoming the chairman of the CPPCC, the first conference Deng Xiaoping presided over was the "National Science Conference" that was held subsequently. At the conference, he unexpectedly put forward the propositions that "science and technology are productive forces" and "intellectuals are part of the working class."

At this conference, the national leaders admitted that China was 15 to 20 years behind the world level in many aspects, and at the same time put forward an ambitious scientific development plan, identifying 108 projects as the key research areas of national science and technology, and its purpose was to "catch up with or exceed the world level by the end of this century."
